Getting Back to Work
Dear Colleagues,
I know many of you have been following closely the situation on Parliament Hill over the past several days. As you have probably heard, back-to-work legislation received Royal Assent this evening. As a result, Canada Post will begin the process of resuming operations tomorrow, on Monday June 27.
Our customers—all Canadians—are depending on us to get back to normal as soon as possible. No doubt we have some busy days ahead.
I know you are wondering when you need to report back for work. I’ll provide those details to you below.
But first, I’m glad to have each and every one of you back. I understand this has been a very difficult and stressful time for you and your families. This can take a toll on anyone. You can talk to your team leader or call our Employee Assistance Program for counselling any time of the day or week at 1-866-565-4903. You can also visit the AccessHR website through Intrapost or email AccessHR if you have any question about your pay or benefits. Given the expected call volumes this will reduce your waiting time and ensure your question is received and prioritized for response.
Our return to work and what it means for you
Canada Post will begin to progressively re-instate service tomorrow, on Monday June 27. However, in order to ensure an orderly start-up, we will resume our operations in stages, starting with mail processing and transportation, followed by retail and collection and delivery.
This means that some employees will start to return to work on Monday afternoon, while others will only begin their first shifts back on the following day, Tuesday June 28.
The following is a summary of the specifics related to your areas in the coming days and when you are expected to return to work. I urge you to read it carefully. If you have any further questions, please follow up with your team leader. Staffing plans for the upcoming July 1 statutory holiday will be communicated to your team leaders this week.
Mail Processing
- All indeterminate employees are to return to work for their regularly scheduled shifts beginning with afternoon Shift #3 on Monday June 27.
- In order to ensure all mail presently in the system is processed and delivered first, all mail in the system prior to start-up is being coded Orange. This mail will receive top priority. All other mail arriving starting as of Monday afternoon (Shift 3) will be flashed with normal SIS procedures.
Retail
- Employees in retail operations are to return to work at the beginning of their scheduled shifts on Tuesday June 28 in order to resume regular business operations that day..
Collection and Delivery – Urban Operations
- Delivery will resume on Tuesday June 28, with all employees returning to work on that day. Final sort employees are to return to work Monday night for Tuesday (June 28) shift.
- Mail Service Couriers normally scheduled for Shift 3 will be required to work on the evening of Monday June 27.
- Unsealing of street letter boxes will start on Monday June 27. Only boxes that have been unsealed and are full should be cleared. If this is the case, the boxes should be emptied and the mail delivered to the usual induction facility. Regular clearances will resume on Tuesday June 28.
Collection and Delivery – RSMCs
- Delivery by RSMCs will resume on Monday June 27. RSMCs are to continue to report for their normal shifts.
- RSMCs will unseal community mailboxes and street letter boxes on their routes starting on Monday June 27. All mail in the CMBs should be cleared on Monday as per the normal process.
Commercial Customers
- Mail pickup will resume on Tuesday June 28 in urban areas from commercial customers.
I know everyone is anxious to continue serving Canadians. Let’s begin the work!
Sincerely,
Jacques Côté
Chief Operating Officer

In my depot a meeting was held on the first day back to work to tell EVERYONE “no overtime for delivery on your route.” On Thursday the 7th there was a piece on the evening news about the backlog of mail and the fact that letter carriers were saying that no overtime was allowed. CPC,s comment was that one hour of overtime was allowed. On the 8th we had another meeting. Over time is now allowed. I am wondering if everyone is impressed with the amount of mail letter carriers got out this week.
pete pei - 2011/07/12
I’m on PEI, my home mail is still almost nothing. I got my May cable bill yesterday – should have been delivered mid june.
My carrier and I have had a couple of good chats. All the backlogger PEI mail ( normally sorted on PEI) was sent off island for sorting. So the local sorters have almost nothing to do and as a result my carrier one day last week had mostly junk mail to deliver instead of real mail.
Canada Post may have won the battle but they have not won the war.
jeffreylee - 2011/07/11
Yes its great to hear that you have came back and started working back
upset employee - 2011/07/07
I was pretty understanding of the Corporation and the Union’s views/stands, and really disliked the games both sides played.
A news FLASH!
CPC is taking away a 12th of our vacation time? Seriously? they locked us out for 2 weeks and even though we were on a rotating strike prior to that (I missed one day in the 2 weeks during the rotating strike), so excuse my math but shouldn’t it be only a 26th (since it was only one pay period or 2 weeks that was affecting by being locked by the corporation).
CPC and the Canadian government are BULLIES, don’t we tell our children to let us know if they are being bullied by others? And yet the Corporate world and governments can get away with it, shame on you

This pretty much sums it up
Also , part of the legislation dictated heavy fines for delaying the mail . Why isn’t the corporation being charged $50,000.00 a day for defying the legislation
I wonder , any guesses could it be they are in cahoots !!!

I for one would like to know what is going on with Canada Post and mail delivery now that they are back to work.I have received the odd bill and two letters but my magazines I subscribe to have not shown up.My letter carrier at first said she did not know why I was not getting the magazines but now tells me Canada Post says they are not to deliver them.?????I tried calling canada Post about it but got some very rude lady who for the most part told me too bad.Seeing as canada Post seems to be playing games I am complaing to where ever I can and looking into filing a lawsuit against them.It seems to me Canada Post is not delivering all the mail as they are supposed to which means they are breaking the law and should pay.
Who’s at fault - 2011/07/07
So who is at fault here? Was the rude lady an employee of CPC? If so why blame the corporation for her rudeness. You should have turned her into her supervisor. I was wondering how efficient the Canada Post workers were going to be when they went back to work. Is this CPC doing or is it just another slack way of the union to try and make CPC look bad in the public’s eyes. This is why I am cancelling everything possible from using this company. There are other alternatives to use these days.
noseyParker - 2011/07/09
@who’s at fault= So you understand the situation from the front lines..it”s summer and great weather and Canada Post has told letter carriers no overtime on our own routes. On Tuesday of this week I was forced by my supervisor to stop sorting mail at 9.15am and leave behind one full tray of letters and all my magazines and newspapers. The corporate rationale is not to overburden the letter carrier and we are not to work overtime on our own routes. There is no reason why we cannot get our work done, it is the decision of senior management who are clueless about their employees ability to get the job done.
Be patient with us, it is not your letter carrier’s fault.

I’m still waiting ( after a week of back to work )for my packages to arrive….its really strange that the only stuff in my mailbox is junk mail and not a sign of the 8 or more packages that were mailed to me ( in the US and UK ) between the 4th & 8th June. I realise that there was no “time guarantee” with most of these packages ,but this is ridiculous !!!!! Hold off the junk/admail….get the real stuff out please !!!!!!!!!
Dan - 2011/07/08
For your information when mail arrive from US and international U.K it must be clear by custom and you should realize that they have a back log and are not CPC employees. So CPC can’t go faster than Custom employees are processing the packet and parcels
Snow - 2011/07/04
Getting back to work? Since June 28th, last Tuesday, I have had mail delivered once. On that day, I received my neighbour’s mail. I’ve had a package “out for delivery” according to tracking since June 30th. Where is it? Where’s all my other parcels and mail? Why has my mail man only even come down my street twice since “mail resumed” and has only delivered [the wrong] mail once to my house? Not impressed and I won’t be shipping with Canada Post again after this.
George - 2011/07/05
Totally agree with you Snow. Will do business with somebody else as soon as I get all my pending parcels (if ever). I don’t mind paying the extra money if it means actually GETTING my mail.
Joel - 2011/07/01
The mail was flowing faster in my neck of the woods when the rotating strike was on, this is ridiculous.Canada Post is retarded! Now that they ended the lockout they should have to honor their standards again…. even if that means calling in more workers. This is no reflection on the carriers… my carrier is super fast!!
P’eed Off - 2011/07/01
@ Joel
Your carrier maybe super fast, but the guys getting it to him are the ones to blame. The union may not be on strike anymore, but they might as well still be for all they are doing to move the mail along. Just another union tactic to try and get their way with the public’s sympathy. Their customers are really important to them…really?
Thomas Bell - 2011/07/05
Thanks for the explanation P’eed Off – this probably explains why I didn’t get any mail on July 4th
Get Real! - 2011/07/06
The fact that the mail is not getting to Joel has nothing whatsoever to do with the union and everything to do with management. Canada Post is refusing to pay overtime to its employees which means that they are only able to sort and process the regular amount of mail that they would normally do in a day. If they do not have a walk covered then they are leaving it completely undelivered! Sadly this does not even come close to dealing with the backlog caused by management’s lockout.
Just another union tactic? Sounds like just another Union Bashing comment to me P’eed Off. Maybe you should get both sides of the story before you give advice to customers as to why they are not getting their mail.
P’eed Off - 2011/07/07
@ Get Real, you make me laugh! The only union bashing going on around here is the union to it’s own members, and guys like you have taken one to many blows to the head obviously! When did the union become the almighty, spewing it’s propaganda like it was the holy gospel? All they are is PAID spokes people who tell the members what they want to hear! They are no different than any politician or any manager of any company including CPC. The union controls you just as much as you believe CPC is trying to control you, the only difference is CPC gives you money to live decently, while the union takes money away from you so they can live elegantly! Oh,I see both sides… daily. Twenty two years have open my eyes very wide to what goes on. Open yours and you’ll see the almighty union dictator…
Who’s at fault - 2011/07/07
@Get Real. Did you guys ever hear of “moving faster” ya like when the private sector falls behind. That is what my guys do. You guys make a pitiful argument for why the mail isn’t getting out. Elbow Grease…….Come On…Hop to it and Get the Job Done.
Jed - 2011/07/12
Let me repeat myself. Who are you and what do you know? You are nothing but a UNION basher and you are probably jealous that you don’t have a union job. You seem to be a tad angry!

Jed - 2011/07/12
The Union has nothing to do with how much mail we get at the depots. we have to leave mail behind because CANADA POST won’t pay overtime. who are you and what do YOU know?
iduna - 2011/06/30
“clean floor policy, undelivered mail”. Get over it you guys. Your not getting overtime for you work slowdowns. Get on the job, do your best, and quit complaining. Its getting you know where. CUOW lost. CP won. You will end up with a contract comparable to the rest of us. I suggest you live with it, or move on to bigger and better things. Quit holding the rest of us employees hostage to your outdated ideals. As for getting your work done. Do your hours and do what they allow. No body is asking of anything more from you. Those overtime hours do not belong to you. They should be going to temps or those who are not working full time.
rob - 2011/07/01
YEAH WHATEVER,WE DESERVE A BETTER RAISE THAN THE ONE THERE OFFERING US,ASWELL AS THE SAME SICK DAYS,THIS IS WHTEVER.
Jason - 2011/07/05
More money? Are you serious. Just get back to work. I’m sick of these unions running around with so many demands…what about those who are working for minimum wage…are Canada Post employees above them…you all probably have similar amounts of education under your belt. How hard is it to walk for a living?
I worked in a union for 5 years and hated every minute of it. The ‘lifers’ at the company do nothing but complain and always want more. A lockout did you all some good.
Brian - 2011/07/13
Rob, I am trying to understand your Logic however….I worked for CPC for 5 years, I was overpaid and under worked, I got back into the private sector, after a Union strike and now work for my wages…….You guys should be embarrassed of yourselves for even considering to ask for more of anything….the country is still suffering the effects of economic melt down…and you idiots want more money and vacation time. Maybe you should step out into the real world of lower wages and job insecurity….be thankful you have a job….I have no pity for you people what so ever.

“We must live together as brothers or perish together as fools.” MLKjr.
I tried to explain to people that CUPW would screw us all and now look what happened!!! Lost pay!! Lost business!! Years taken off the life of this company… DB plan still 3.7 billion in the hole. Now I have a target on my back since I stood up to the dinosaurs! But I’d rather go down fighting than be a CUPW barin washed puppet!
Jennifer - 2011/07/02
Just wanted to let you all know that I’m sorry you are all experiencing this. I think you deserve a raise. I believe you have a hard job. You have to deal with the elements, the weight on your backs and shoulders, the crazy pets, the unkempt conditions of sidewalks etc. I appreciate the work you all do. I did not go paperless for my bills because it just takes away more jobs. I personally think that paperless statements are a pain. I wish more people would hold off on doing such things. The internet is not reliable and I consider myself an avid computer user. Once they’re gone, they’re gone. I wish you all the best. I think the corporate world is one big lie and I’m tired of them getting the upper hand. Hang in there.
… - 2011/07/09
LOL @ Jennifer’s post
No one (other than a CPC employee) writes/thinks like this. The cadence, thought process and series of points demonstrate an employee attempting to elicit support on the pretense of being an outsider. How transparent! Entertaining effort though.
Are you all still here complaining?!? - 2011/07/09
Really?
I was just cleaning up my bookmarks and stumbled back upon this one. I can’t believe there are still so many disgruntled people here. Unbelievable. Before I delete this bookmark, I just have to say… Hello? Wake up and move on, people. The war is over. Grow up! Either accept it & deal with it maturely and professionally or find a new place to hang your hat.
David - 2011/06/29
Okay we’re back. Ready to go. Do you plan on letting us catch up with the mail anytime soon, or do I have to keep watching it pile up by my case forever? Do I have to keep explaining the situation to my customers forever? What Are you really accomplishing by this? Here’s a hint: weeks of mail takes more than eight hours to deliver. Here’s another: more comes every day. Here’s one more: if I could sort past 8:15, I could take more with me. Perhaps you could inform the MBA’s that the mail doesn’t magically disappear because they wish it so!
UNION BOY - 2011/06/29
Who cares if they won’t let you work overtime. I missed one day of picketing because I was sick and received no money at all. At least if I was working I would have been payed. Bring in the new contract with the sick days.
David - 2011/06/29
I didn’t say I wanted overtime…I said I wanted to sort past 8:15. My point is it’s over….let’s deliver the mail, people ar ewaiting for it and Canada Post is just ticking all the customers off more by delaying their mail.
Dean Sutton - 2011/07/04
The CPC proposed short term disability is not sick leave, hope you never get anything more than a cold.you’ll get 7 days paid then NOTHING.

What? - 2011/07/02
Maybe I’m remembering it wrong but was there not a clause in the legislation that said something like there couldn’t be any court challenges or somthing like that?
Old Letter Carrier - 2011/06/29
Thank you CUPW….you’ve changed Canada Post forever.
Companies are leaving in droves and taking their business elsewhere.
100s of 1000s of people have signed up for on-line billing over the last 3 weeks. LC routes will get longer and jobs will be eliminated. You fought for new hires and their wages………There won’t be any new hires! You fought to keep the sick time as is….Only the people that have abused the system worry about any new 7 day sick program. Can you say CUPW executive??
What little money you have left in the coffers lets go to court and challenge the back to work legislation. Another brilliant move by CUPW! What did CUPW learn in 1997? NOTHING. Union dues to CUPW……Waste of money!
I guess it’s our own fault….We voted these morons in.
Again…..Many thanks to CUPW for doing your utmost best for all 48,000 members. Should not be long before that number is below 30,000!
I feel for the suckers that listened and followed the direction of CUPW in these last 3 weeks. I also feel for any young hire that thinks they have a future with Canada Post.
Because of CUPW it will never be the same.
This is my last post……….tired of it all.
rob - 2011/07/01
Hey OLD LETTER CARRIER AND SOME OF THE OTHER PEOPLE,WHY R U HATING AND POINTING UR FINGERS AT CUPW,Y NOT CP?THERE THE ONES WHO LOCKED US OUT,I SUPPORT OUR UNION AND THE NDP,PEOPLE LIKE YOU ARE THE REASON WHY UNIONS BREAK,Y DONT U THANK CUPW FOR THE $24/HR U MAKE?ASWELL AS YOUR BENEFITS,IF IT WAS UP TO CP U WOULD HVE NUTHING.
ROB - 2011/07/01
I DO WONDER ABOUT ONE THING THOUGH,WHERE IS THE 41 MILLION DOLLARS CUPW MAKES EVERY YEAR?FLIGHTS AND 5 STAR HOTELS?I WISH I COULD BE A MEMBER,LOL,ALL JOKES ASIDE,WE NEED AN EXPLANATION ON THE MONEY,
THink about it - 2011/06/29
Think about it… After a strike/Lockout the only way to maintain a steady managable source of expenses in a variable situation is to control those expenses. Of course there is no overtime, and why does that denote a lack of respect from the corproration for the customer?
When you were on rotating strikes didn’t that constitute “delay of mail”?
Now the corporation is trying to catch up on all the mail left in the plants and any new international mail that was still posted during the lock out… maybe your have some higher volumes this short work week and going into next week, but guess what THAT is to be expected until the impact of the stike/lockout levels out. Why should the corporation compound its loss by paying overtime just to get over a forseeable hump? Seeing these types of post cast a very negative light on the mentality of a CUPW worker and supports the idea that the UNION would rather run the company out of business then keep it in business.
Wendy - 2011/06/29
Think about it- You have missed the point. Management in my station has not been giving us enough mail! Our load is excessively light. I could do twice what they are giving me and not charge overtime. They are not extending part timer Clerk hours neither. What ever happened to the clean the floor policy? I understand their tactic but this mismanagement will catch up to them in the end.
